The Q...[1] for windows edition is a native win32 port of the gpl'ed Qt/x11 sources. It use native win32 api and does not require cygwin. This port has reached a state where it is/was usable by several qt3 windows projects using several compilers.

This project was closed because the goal to provide Qt/GPL on windows (inclusive msvc support) was achieved. See here for the full statement. Many thanks to Christian Ehrlicher for his work.
